The reasoning behind the development of a new Web site is to upgrade the old system so that it accommodates the needs of the users, is user friendly, is able to perform new functions, and is secure. The existing Web site currently does not meet these needs. It does not have the capacity to do what the Clark County officials would like it to do and apparently does not have the flexibility to handle the diversity, nor a consistency and common look and feel that identifies the County.

The County would like to hire (contract) a vendor capable of designing a new site to do the following:

1. Create a choice of plans so that the site has a consistent “look and feel”

2. Simple and intuitive way to navigate between screens

3. A design that is easy to keep current and maintain

4. Recommended technologies to use in developing the system and the size and qualification of staff needed for maintaining it

5. A design that facilitates E-commerce and customer communication

6. A plan that provides for collecting information from customers and allow customers access to selected data stored in County databases.

7. A plan that leads to a secure system that can handle secure transactions

The tone of the paper is geared toward an audience who understands the technicalities of creating such a plan. It states the “who, what, when, where, and how much”, and is specific in the requirements. A nongovernmental proposal may be geared toward a different type of audience, such as a lay audience and may use more general terms; for example, terms that anyone may understand. A nongovernmental proposal may be persuasive, where this one is more exact.

Three additional requirements that the County has included on its wish-list are:

1. A site that would allow (in the future) for a streaming audio and video and live cam technology

2. A plan that provides recommendations for bandwith to assure a responsive site for user load, transactions, and the ability to connect to the World Wide
