Willis: Law is a scheme of social control for the protection of social interests by means of cpacity of influence baked by the power of the state, a scheme for controlling the conduct of people.

Holmes: Law is a statement

of the circumstances in which the public force will be brought to bear through the courts, what the courts will or will not enforce.
