The island of Kava has many obstacles yet to overcome. Ocean Queen needs to work with the Kava government to insure proper procedures have occurred in the recovery effort as well as provide first aid, food and shelter to all citizens in need. Ocean Queen is committed to rebuilding Kava for all survivors. Ocean Queen will become a major shareholder in the rebuilding efforts and work with government officials on a rebuilding plan. This plan will identify specific problem areas and provide an outlet for improvement and proactive warning mechanisms against future natural disasters. This effort is a major task and requires extensive problem identification to effectively rebuild Kava to comply with safety standards that affect the quality of life for all islanders. Humanitarian aid, housing development, disaster prevention, hotel rebuilding, and human resources are required to rebuild and reconstruct. Kava faces many new challenges and decisions. Ocean Queen would like to share a greater presence in Kava through a collaborative consensus with government officials and the citizens of the beautiful island.

Evaluating the benefits against the expenses to choose the most profitable choice involves monetary calculations of initial and ongoing expenses against expected return. However, creating reasonable actions of the costs and benefits of specific measures can be very difficult in this case. Costs and benefits can be estimate by drawing suggestions from market behavior or using the survey systems. Ocean Queen will have to put a value on human life and the environment in this case because of all the disaster Kava and its inhabitants have recently experienced.

Ocean Queen is a large organization and operates in 18 different states across the United States. Ocean Queen can organize a donation program for the people in Kava. Kava will be rebuilt through the generous donations of caring individuals as well as the help from the large organizations like Ocean Queen throughout the world. Housing development must be maintained and coordinated for islanders as well as for individuals who desire to donate skilled labor. Coordinators will need to organize placement of islanders and humanitarian aid workers.

The housing and development coordinators will work in conjunction with the humanitarian coordinators to establish a list of islanders who wish to work on the rebuilding phase. Engineering plans will be published by the government of Kava and the new city of Kava will exceed all former expectation.

Disaster prevention is a primary consideration in the rebuilding phase. It will protect the economy of the Kava as well as Ocean Queen’s future assesses. Engineers need to establish danger zones which are not stable or suitable for reconstruction. These zones will be marked throughout the island and are off limits due to the dangers that exist. These visitor stations will provide information for all islanders concerning the rebuilding phase, humanitarian aid and housing. These information stations will also begin dispensing educational information concerning early warning systems.
